Beginning October 1, 2018, the Centers for Medicare & Medicaid Services (CMS) will implement payment adjustments to skilled nursing facilities (SNF) under its SNF Value-Based Purchasing (VBP) Program. Under VBP, the CMS will withhold 2 percent of SNF Medicare payments beginning October 1, 2018, and use those funds to provide incentives to SNFs based on their relative performance on the SNF 30-Day All-Cause Readmission Measure. The CMS will measure performance for the initial period based on SNFs’ performance for calendar year 2017.

The CMS has created Quarterly Confidential Feedback Reports in the Certification and Survey Provider Enhanced Reporting (CASPER) application to inform providers of their relative performance under VBP. SNFs have until March 31, 2018, to review the reports and request corrections.

The CMS provides a tutorial for review and correction of the Confidential Feedback Reports on its website.

SNFs should review this information immediately, submit corrections and compute the estimated effect of VBP on their financial performance.
