SNF QRP Deadline Approaching

The Centers for Medicare & Medicaid Services has extended the Skilled Nursing Facility (SNF) Quality Reporting Program (QRP) submission deadlines for calendar year (CY) 2017. Minimum Data Set (MDS) assessment data for January to December (first to fourth quarter) of CY 2017 are due May 15, 2018.

Each quarter for MDS submission had an individual deadline date. The dates were extended due to technical issues identified in the coding of SNF QRP Confidential Feedback Reports, including Review and Correct Reports. These reports were frozen in August 2017 but made available again December 19, 2017. The SNF QRP Facility- and Resident-Level Confidential Feedback Reports are available through the Certification and Survey Provider Enhanced Reporting (CASPER) system. Providers are encouraged to review the reports for accuracy and modify identified errors on MDS assessments until the May 15, 2018, deadline for CY 2017 assessments. The CASPER system refreshes calculations each Monday.

Assessment-based quality measures in the SNF QRP include:

  • Percent of Residents or Patients with Pressure Ulcers That Are New or Worsened (Short Stay)
  • Application of Percent of Long-Term Care Hospital (LTCH) Patients with an Admission and Discharge Functional Assessment and a Care Plan that Addresses Function
  • Application of Percent of Residents Experiencing One or More Falls with Major Injury (Long Stay)

Providers must submit all necessary data to calculate the SNF QRP measures on at least 80 percent of the MDS assessments submitted through the Assessment Submission and Processing system to the Quality Improvement Evaluation System. SNFs that don’t have 100 percent of the required data submitted on 80 percent of the MDS assessments will receive a 2 percent reduction to the annual payment update for FY 2019.
