Reminder on Annual HUBB Filing Requirements

All Connect America Fund (CAF) carriers have an upcoming filing deadline in USAC’s High Cost Universal Broadband (HUBB) portal of March 1, 2022. This filing covers all new 2021 locations where you can offer broadband service that you were previously unable to offer broadband. This may be a new house or business built in 2021 or new construction you did in 2021, such as fiber to the home buildouts. Also, this filing allows you to make minor corrections to previously entered locations and/or adjust the speed tier of an existing location. If you are making latitude/longitude or speed tier changes to existing locations in the HUBB, please remember not to change the original deployment date and only change the speed tier number to the current level.

CAF in this case includes all of the following funds:

  • CAF Phase II Model (price cap carrier support)
  • A-CAM I
  • A-CAM I Revised
  • A-CAM II
  • CAF BLS (aka legacy carriers)
  • Rural Broadband Experiment
  • AK Plan
  • CAF Phase II Auction winners
  • RDOF Phase I Auction winners

If you receive support from one or more of the above funds, your changes must be uploaded on or before March 1, 2022:

  • Log in to the HUBB portal and either upload any new 2021 broadband locations or select that you have no new locations to add
  • Certify the new locations or that there were no new locations to add
  • Submit to USAC

We strongly recommend you print out the page that confirms your certification and submission in case there are any glitches with USAC’s system to prove your timely submission.

Failure to input new locations added in 2021 prevents them from being added to the HUBB in a later year, absent a waiver from the Federal Communications Commission (FCC). Those locations you missed adding on time will therefore not count toward any deployment obligations you have, even though you did the actual buildout/upgrades to provide service to said locations, unless the FCC grants a waiver allowing them to be added to the HUBB. 

Also, failure to input new locations or select no new locations to add and to certify and submit by March 1, 2022, will result in USAC suspending your USF support payments for a calendar year absent a waiver from the FCC. If you miss the March 1 deadline, there is a small grace period to still input and be considered as filed on time. USAC will attempt to contact you to inform you of your error and let you know how long you have to meet the deadline before your USF support would be suspended for the year. If you miss the grace period time to submit, then your USF support will be suspended for the year, absent a waiver from the FCC. 

Finally, if you start pretesting for FCC performance measures testing obligations in 2022, any newly added locations for 2021 will be included in the potential “pool” of currently active broadband subscribers that USAC randomly selects for pretesting.
