Resumption of Five-Star Reporting & Transition to Care Compare
CMS issued Memorandum QSO 21-06-NH on December 4, 2020. This memo announces the resumption of Health Inspection and Quality Measure calculations for Five-Star reporting as well as the transition from the Nursing Home Compare website to the new Care Compare website.
In response to the COVID-19 public health emergency (PHE), CMS temporarily waived Minimum Data Set assessment time frames, and certain health inspections were suspended. These waivers resulted in an interruption to Five-Star reporting. Beginning January 2021, CMS will resume calculating nursing home Health Inspection and Quality Measure ratings.
CMS is requiring all required health inspection surveys to resume as soon as state resources are available and will update the Health Inspection rating on January 27, 2021. In addition, focused infection control surveys have been completed for all long-term care providers during the PHE. These infection surveys also will be incorporated into the Health Inspection rating using a methodology similar to current complaint survey calculations.
In response to the PHE, the Quality Measure star rating was held constant starting July 2020 and hasn’t been updated with any underlying data collected after December 31, 2019. As of January 2021, Quality Measure ratings will resume based on the data collection period ending June 30, 2020. More information is expected with a January 15, 2021, update to the Five-Star Technical Users’ Guide.
Transition to Care Compare
CMS is completing transition to the new Care Compare website, which combines reporting from eight different existing provider reporting websites (including Nursing Home Compare) into a single, more user-friendly website. No changes will be made to the information reported or the rating calculation methodology.
