Proposed call report revisions could take effect in 2010

The Federal Deposit Insurance Corporation (FDIC), Federal Reserve Board and Office of the Comptroller of the Currency (collectively the agencies) have proposed revisions to the Consolidated Reports of Condition and Income (Call Report) that would take effect in 2010.  The proposed revisions are in response to recent developments and will provide data to assist the agencies in meeting their safety and soundness and public policy objectives.

The reporting changes are to take effect March 31, 2010, unless otherwise indicated, and include:


  • New items for the following:
    • Identifying components of other-than-temporary impairment on debt securities, consistent with presentation requirements of FASB Staff Position (FSP) FAS No. 115-2 and 124-2, Recognition and Presentation of Other-Than-Temporary Impairments (FASB Accounting Standards Codification 320-10-65) issued in April 2009
    • Reverse mortgages that would be collected annually as of December 31, 2010
    • Interest expense and quarterly averages for certain brokered time deposits
  • Revision of existing items for brokered deposits as a result of the temporarily increased deposit insurance coverage
  • Breakdowns of existing items for the following:
    • Time deposits of $100,000 or more (domestic offices)
    • Other loans
    • Unused commitments, including unused credit card lines
  • Clarification of instructions for reporting unused commitments
  • A change of reporting frequency from annually to quarterly for the following:
    • Small business and small farm lending data
    • Certain deposit accounts
