  • American Recovery and Reinvestment Act of 2009 - Last year, the U.S. Congress passed the American Recovery and Reinvestment Act of 2009 (ARRA) to provide economic stimulus amid the recession. As part of ARRA, the federal government has funneled billions of dollars to state and local governments and will continue to do so. A significant portion of these funds may ultimately be distributed to subrecipients, including quasi-governmental and not-for-profit organizations.
