IRS to Survey Exempt Organizations Regarding 2010 Compliance Burden
By: Kristen Hankins
In fall 2011, the IRS began a survey about the growing compliance burden faced by exempt organizations. The Tax Exempt Organization Burden Survey gathers information from randomly selected exempt organizations and polls filers on items such as internal record keeping, information gathering, costs and time and personnel used on compliance activities for the 2010 filing year.
IRS Form 990 has undergone a dramatic transformation in recent years, requiring even more information for smaller exempt organizations to remain in compliance. The reduced thresholds for completing Form 990-EZ and increased requirements with the revised Schedule H have been shown to be particularly demanding.
The survey will be conducted over the course of the next year. An exempt organization still may receive a request to complete the survey in coming months. Participation is voluntary, but only selected filers may complete the survey. The IRS will use the results to analyze how to lessen the compliance burden.
